It asks more of you than Shopify. You are responsible for hosting, updates, security and performance, and a badly run Woo store is slower and more fragile than a Shopify one. Run properly it is hard to beat for flexibility. If Shopify does what you need, use Shopify. WooCommerce earns its place when you need pricing or checkout behaviour Shopify does not allow, or the shop is part of a much bigger content site.
It can be, and often is when it is run on cheap hosting with the wrong caching. Properly hosted and cached it is comparable. We size the hosting before quoting.
Card data goes to the payment gateway, never to your server. The rest — updates, patching, backups — is the store owner's responsibility, which is what the care plan covers.
Yes, from a CSV or directly. Migration is priced separately because the effort depends entirely on how clean the source data is.
